The Commission named a 200 million euro Greenland package and signed a joint declaration in Nuuk
Denmark announced the visit on September 1. On September 7 the European Commission, Greenland, and Denmark signed a declaration that says it creates no legal or financial obligations. The Commission press release, not that declaration, named a €200 million package for this year and next.

This story rests on the Danish Prime Minister's Office announcement of September 1, the Commission press release, von der Leyen's signing statement, the joint declaration (Commission copy and the Danish government copy), the September 2026 partnership factsheet, Council Decision (EU) 2021/1764, the Commission's Greenland country page, the 2021-2027 programming document, the 2015 joint declaration, the Compilation of Presidential Documents for January 21 and 22, a Truth Social post of January 21, NATO's Arctic Sentry announcement, Danish Defence pages of January 15 and September 1, the European Central Bank's September 8 dollar and krone rates, Statistics Greenland's 2025 yearbook, Nielsen's words as carried by KNR (Greenland's public broadcaster), DR (Denmark's public broadcaster), and the Associated Press, and coverage checked against those records. Greenland's government news listing could not be opened for the September press release; KNR quotes that release.
September 1 first, then Nuuk
What happened
On September 1, 2026, the Danish Prime Minister's Office said Nielsen would receive von der Leyen and Frederiksen in Nuuk on September 6 and 7 to sign a joint declaration on a stronger EU-Greenland partnership. KNR had written that the visit was due in March and was put off after Frederiksen called a Folketing (Danish parliament) election, with coalition negotiations adding to the wait. The same day KNR quoted a Naalakkersuisut press release in which Nielsen said the EU had stated its support "i den geopolitiske situation" (in the geopolitical situation) and had met Greenland's wish for a larger partnership, and placed the visit inside three days of meetings: the Faroese premier Beinir Johannesen, the Realm meeting of Greenland, the Faroe Islands, and Denmark on 7 September (the three governments of the Danish Realm sitting together), and on 8 September the foreign, security and defence contact committee, with Múte B. Egede and Aqqaluaq B. Egede named among those taking part.14128

On September 6, DR reported that Frederiksen landed in Nuuk and was greeted by Nielsen, and that von der Leyen's plane landed shortly after. At the arrival press meeting Nielsen said the visit showed "et meget tæt venskab og et godt partnerskab" (a very close friendship and a good partnership). Von der Leyen said they share the same values and work closely together. DR, writing after the planes landed, said "I morgen skal de underskrive" (tomorrow they sign).29

On September 7 the European Union, Greenland, and Denmark signed a joint declaration in Nuuk. A joint declaration of this kind is a political agreement: it records what the sides intend. This one says it "is not intended to create any legal or financial obligations under domestic or international law." The same day the Commission press release named a €200 million Global Gateway Partnership Package "to be invested in and with Greenland this year and the next." That figure is in the press release, not in the signed text. Von der Leyen said Greenland's future is for the people of Greenland and Denmark to decide, "no one else." Nielsen, at the news conference as carried by the Associated Press, called the EU "a loyal and trusted friend." Frederiksen told reporters, as carried by AP: "We have been under pressure."52330

Berlingske, carrying Ritzau from Nuuk, wrote that Nielsen said EU membership "er ikke på bordet" (is not on the table), and that Greenland still stands where it stood when it left the European Community in 1985. Euronews quoted him: "Greenland needs the European Union, and the European Union needs Greenland." Von der Leyen named the first deliverables as ready to go: a satellite project with Tusass, Greenland's national telecoms and postal company, would give northern communities better internet "as of tomorrow," and remote communities in East Greenland "by October."45463

Mette Frederiksen, prime minister of Denmark·September 1, 2026·Danish Prime Minister's Office announcement
"Europa har entydigt og uden tøven stået sammen med Grønland og Kongeriget. Stået værn om fundamentale principper som suverænitet og territoriel integritet." In English: Europe has stood with Greenland and the Danish Realm without hesitation, guarding sovereignty and territorial integrity.1
Jens-Frederik Nielsen, premier of Greenland·September 1, 2026·KNR, quoting a Naalakkersuisut press release
"EU har meldt klart ud om støtten til os i den geopolitiske situation og samtidig imødekommet vores ønske om et endnu større partnerskab." The EU, he said, had stated its support in the geopolitical situation and had met Greenland's wish for a larger partnership.28
Von der Leyen, in the Commission press release: "Greenland can count on the EU. That was my message during my last visit. Today, I am back to deliver the real results of our close cooperation. With a new EU-Greenland Partnership package, worth €200 million."2
In the signing statement she named three topics: the Joint Declaration, "the EU-Greenland Partnership Package of EUR 200 million for this year and next year," and "the first deliverables of our partnership package, which are ready to go now." The package, she said, focuses on "the big C's: connectivity, clean energy, critical raw materials."3
Jozef Síkela, Commissioner for International Partnerships, is quoted on the same Commission release: the partnership is "about creating opportunities that improve people's everyday lives," and "by investing together through Global Gateway, we are strengthening Europe's resilience."2
The Danish government's copy of the declaration is dated 07.09.2026 and ends: "Signed in Nuuk, on 7. september 2026, in three original copies in the English language," for the European Union, the Government of Greenland, and the Government of Denmark.5
The Commission's audiovisual service lists a 27-minute "Complete press conference" from Nuuk on 7 September, with opening remarks by Nielsen, von der Leyen, and Frederiksen. That page has no transcript. The Nielsen and Frederiksen words above are AP's text, also carried by CNBC and UPI.19

The €200 million is this year and next. The €225 million is the current seven-year envelope, from a Council Decision, a binding EU legal act adopted by the Council, where the member-state governments sit. The €530 million is a proposal presented a year before Nuuk.2722
The new declaration says it builds on a Joint Declaration signed in Brussels on 19 March 2015 by the EU, Greenland, and Denmark. That 2015 text already said: "This Declaration is not intended to create any legal or financial obligations under domestic or international law." The no-obligations line is not new.8

The legal envelope for the current seven-year budget is Council Decision (EU) 2021/1764 of 5 October 2021. A Council Decision is a binding EU legal act adopted by the Council, where the member-state governments sit. This one is the Decision on the Overseas Association, including Greenland: the law that associates Greenland, as an overseas country or territory, with the EU. It allocates "EUR 225 000 000 in the form of grants for bilateral programmable support for the long term development of Greenland."7

The 2021-2027 programming document that spends that envelope sets an upper-secondary (high school) completion target of 60% by 2027, from 47.9% in 2019, and a renewable share of public energy supply of 90% by 2027, from 70% in 2020. The Commission press release repeats the envelope as €225 million for 2021-2027, "with 90% dedicated to education and 10% to green growth." That is what the €225 million is for.182

The Commission's Greenland country page says the proposal to amend the Overseas Association Decision, including €530 million for Greenland in 2028-2034, was presented on 3 September 2025. That date is a year before the Nuuk visit. The press release restates that proposal as €530 million "under the next Multiannual Financial Framework 2028-2034," the EU's next seven-year budget, "more than doubling the current level of support." The €200 million package is a separate figure for this year and next, not a rewrite of the €225 million seven-year envelope. Against that record, Nuuk announced new projects on top of an envelope that already exists and a proposal that is a year old. The visit also sat inside a 2026 security record: Danish Defence raised its Greenland presence in January, and in February NATO named Arctic Sentry, which NATO describes as a new multi-domain activity bringing NATO and allied activities in the region into one overarching operational approach.22214

Compilation of Presidential Documents DCPD-202600051
The same day as Davos he posted on Truth Social: "we have formed the framework of a future deal with respect to Greenland and, in fact, the entire Arctic Region," and "I will not be imposing the Tariffs that were scheduled to go into effect on February 1st."13
On January 15, 2026, Danish Defence said it was raising its activity in and around Greenland with NATO allies, and that from that day it would deploy aircraft, ships, and soldiers, including those from NATO allies.15
On July 7, in Ankara, Trump told reporters during a meeting with Turkish President Recep Tayyip Erdogan: "That should be controlled by the United States, not by Denmark." No Compilation of Presidential Documents transcript of that meeting is among this story's records; the sentence here is AP's.44
Arctic Today, in its Monday map story, writes that in a July 31 interview on Real America's Voice Trump was asked about a host's prediction that Greenland would be under U.S. operational control before the end of his term, and that the following day he posted an image captioned "Hello, Greenland!" That is Arctic Today's account of those two acts.39
The 2026 declaration recalls that Greenland is an Overseas Country or Territory associated with the EU, and that "the citizens of Greenland, as citizens of the Kingdom of Denmark, have EU citizenship." It names Part IV of the Treaty on the Functioning of the European Union (the treaty chapter on overseas countries and territories), the Overseas Association Decision, and the fisheries agreement as "an appropriate framework for the partnership and its continuous development."5
The 2026 declaration's common objectives include "Resilience, including countering hybrid threats, foreign information manipulation and interference, cooperation on cybersecurity and secure communication." It also recalls the November 2023 memorandum on raw-material value chains and the 2024 Commission office in Nuuk.5
DR, writing on the signing, put Greenland's mineral weight as its own figure: 24 of the 34 critical raw materials the EU lists can be found in Greenland. The Commission's own Greenland page counts 25 of the 34; the two sources disagree by one and neither shows its count. Jozef Síkela told DR the coming Arctic strategy would shift toward peace, security, and economic development while keeping climate and biodiversity as a goal.4322
The Commission's fisheries page puts the current protocol, 12 December 2024 to 11 December 2030, at that annual total, of which €3.2 million supports Greenland's fisheries policy.24
The visit sat inside a seven-year grant envelope already in law, a budget proposal presented a year earlier, and a 2026 record of U.S. claims on Greenland. The €200 million is a package the Commission announced this week for this year and next, not a rewrite of those figures. It did not begin in Nuuk: von der Leyen called the results "two years of intensive work," the Commission's Greenland page lists an annual action plan dated April 13, 2026, and that decision's annex calls its €21.15 million "the first operational component of the EU–Greenland Investment Package." "This year and next" is the window in which the Commission says it will commit the money, not when it is spent: the April tranche may run 96 months from its financing agreement, its budget support is paid "as direct untargeted budget support to the national treasury," and the press release gives the satellite work "over the next five years." The package also sits beside money that reached Greenland earlier under other EU programmes, not under the €225 million envelope: the April annex counts €22.5 million allocated through the envelope's green growth programme and "four grants for a total EUR 54.7 million" for the Tusass Connect subsea cable from the Connecting Europe Facility, the EU's infrastructure fund. The press release describes the new satellite project as building on that west-coast cable support, which places the cable before the package rather than inside it. What the record supports is a €200 million figure the Commission says it is mobilising, with one €21.15 million decision behind it drawn from a budget other than the seven-year envelope, and no signed financing agreement in the records.232221222212

The largest figure in Greenland's public finances is none of the EU numbers. Statistics Greenland's 2025 yearbook puts Denmark's annual block grant, the payment that covers the responsibilities Greenland has taken over from Denmark, at 4,141.5 million kroner for 2023, a preliminary figure. At the September 8 exchange rate that is about €554.06 million a year. The €200 million package is about 36.1% of one year of that grant, and the €225 million seven-year envelope averages about €32.14 million a year, about 5.8% of it. Both EU figures are real money for a country of 56,600 people; neither is the money the government runs on.272322

Housing, internet, mines, soldiers
Who feels it
As of September 8: faster satellite internet in the north. Jonas Hasselriis, chief executive of Tusass, told DR speeds would rise from 6 megabit to 15 megabit, enough to stream as people usually do, and that the extra line matters if the radio chain (the radio relay network along the coast) fails.42
September 7 to 18: around 400 soldiers, sailors and airmen from 10 NATO nations near Narsarsuaq and Kangerlussuaq, on the Danish Defence count, with no U.S. troops taking part in Arctic Shield as AP reported it.930
Before spring 2027: a joint Greenlandic-Danish working group on publicly owned rental housing, where Naalakkersuisut's national-planning account estimates a maintenance backlog of more than 2.5 billion kroner. Concrete projects and financing are decided after that.10
The Commission says the package "focuses on investments that improve everyday life in the country: better housing, sustainable tourism and stronger support for small businesses," and that the EU will support the Government of Greenland "through the establishment of a Programme Management Unit," a unit to run the EU-backed programmes. The partnership factsheet names the Tusass Connect subsea cable project as a separate connectivity item from the satellite solutions. The Commission also says it is supporting feasibility work on whether data centres could become viable as energy and digital infrastructure develops, and names Nukissiorfiit, Greenland's national energy utility, for hybrid renewable systems in settlements, and the Buksefjord hydropower plant serving Nuuk.26

Who decides is written into the April annex more than into the September pages. The annex says "it is envisaged to conclude a financing agreement" with the Government of Greenland, that the action "does not pre-select projects and fully respects Greenlandic ownership, regulatory frameworks" and environmental and social standards, and that the unit to run the programmes will sit in a ministry or public body "falling under the responsibility of the Government of Greenland," chosen by that government under its own rules, citing the 2009 Act on Greenland's Self-Government. What the records do not say is whether Inatsisartut, Greenland's parliament, must approve the financing agreement, who will own what the money builds, or how settlements are consulted beyond a stated commitment to "inclusive consultation processes, respect for indigenous peoples’ rights and meaningful engagement with local communities."21

On mines von der Leyen named the Malmbjerg molybdenum project, which "could, if we get it right and done, generate up to EUR 90 million a year for the country as added value," a projection with no study, metric, or year named, and GreenRoc's Amitsoq graphite project, which the press release calls "an EU Strategic Project under the Critical Raw Materials Act." Coastal fisheries communities remain on the separate €17.3 million-a-year protocol. The Commission says that money "contributes to economic stability in coastal communities." DR reported that the satellite agreement is expected to give about €9.1 million in EU funds over five years, and that Denmark co-finances the project with 15 million kroner.3242

wrote that von der Leyen offered 200 million euros ($232 million) over the next two years, and that she wants to "double EU budget support to Greenland to around half a billion euros ($580 million) from 2028." ABC News and PBS NewsHour ran the AP dispatch. CNBC wrote its own piece with the same news-conference quotes and a $232.3 million conversion.
Consistent. The €200 million and the two-year window check out against the Commission press release.
"Around half a billion" rounds €530 million down to €500 million, and $580 million converts that rounded figure, not the €530 million, which is about $616 million. Consistent, not exact. CNBC's $232.3 million is the same round dollar figure to one decimal place.
Checks out. It was checked the same way: the Commission press release and the ECB rate.
Reuters, September 6, 2026, wrote that von der Leyen "unveiled plans on Monday for €200 million ($232 million)."The euro figure checks out against the Commission press release. The $232 million line is the same round dollar figure AP used.37
The euro figures in the coverage check out, and AP's dollar figure for 2028 converts a rounded euro figure. The one error is a pronoun. A preview written before the signing and a labeled drawing-board figure from September 1 are dated, not wrong.34

ECB eurofxref daily XML, Cube time 2026-09-08, USD 1.1614, DKK 7.4748. 200 × 1.1614 = 232.28. 530 × 1.1614 = 615.54. 200 × 7.4748 = 1494.96, which is 1.5 billion kroner when rounded. This is a conversion of the Commission figures. It is not a market price for a Greenland security.23
More than doubling, and the sequence of the money
Claim checked against the record
The Commission says €530 million more than doubles support
The Commission says it has proposed €530 million for Greenland in 2028-2034, "more than doubling the current level of support." The current figure it names in the same paragraph is €225 million for 2021-2027. 530 / 225 = 2.3556. The claim checks out as arithmetic on those two Commission figures. It is a proposal presented on 3 September 2025, not money voted in Nuuk.2
Coverage's sequence: the money came after the signing
The declaration is a political agreement. It is not a financial commitment. Its own words are that it "is not intended to create any legal or financial obligations under domestic or international law." The €200 million sits in the Commission press release, as a Global Gateway package for this year and next, not in the signed text. AP wrote of the offer "after signing an EU-Greenland declaration." Reuters wrote that she "unveiled plans." Neither outlet wrote that the declaration funds the package; the two were announced together, and they have different legal weight. The records hold two documents: a signed text that binds nothing, and a press release that names the figure, plus one April decision behind a slice of it.523037
Commission press release: "The EU has earmarked €225 million for the period 2021-2027, with 90% dedicated to education and 10% to green growth. The Commission has proposed €530 million for Greenland under the next Multiannual Financial Framework 2028-2034, more than doubling the current level of support." Council Decision (EU) 2021/1764 is the €225 million legal line: "EUR 225 000 000 in the form of grants for bilateral programmable support for the long term development of Greenland." The country page dates the proposal 3 September 2025. The dollar conversion of the €200 million at the September 8 ECB rate is $232.28 million, shown in the story as $232 million.27

DR's September 7 story on the signing recalled that on her 2024 visit von der Leyen was told by then-premier Múte B. Egede that "pæne ord ikke er nok for grønlænderne" (nice words are not enough for Greenlanders) and that concrete investment was needed.43

Whether that figure is revenue to Greenland's treasury, the mine's output, or wages is not in the records.32

Greenland's 2009 Self-Government Act, which the April annex cites, could not be opened at any of the five addresses tried, so it is not quoted here.
