Effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern time on August 19, 2026, subchapter III of chapter 99 of the Harmonized Tariff Schedule of the United States (HTSUS) is modified as follows: 1. Subdivision (a) of U.S. note 51 is modified by: a. deleting “heading 9903.03.12 imposes” and inserting “headings 9903.03.12−9903.03.13 impose” in lieu thereof; and b. deleting “imposed by this heading” in each place it appears and inserting “imposed by these headings” in lieu thereof; 2.
