Japan holds a U.S. Marine in the killing of an Okinawa woman, and Okinawa says U.S. discipline measures have failed

Japanese police arrested Lance Cpl. Devin Ballard off base, so Japan holds him. The U.S. ordered a pause and a curfew, and its commander on Okinawa offered condolences but no apology. He can be held for at most 23 days on this suspected crime before prosecutors must decide whether to indict him.

What happened

Japanese police arrested a U.S. Marine before dawn on October 4 on suspicion of strangling Anna Yagi, 39, in a hotel room in Naha, the capital of Okinawa, and stealing her wallet and backpack. The Marine, Lance Cpl. Devin Jacob Ballard, 20, denies it.5011048

He is in Japanese custody because Japanese police caught him off base; under the status of forces agreement that governs U.S. forces in Japan, a suspect the U.S. military catches first stays with the U.S. until Japan charges him. Police said no handover question arose, and the U.S. ambassador, George Glass, said Ballard's custody showed that "the U.S.-Japan Status of Forces Agreement (SOFA) is working."48235

On October 4 Foreign Minister Toshimitsu Motegi summoned the U.S. ambassador and Defense Minister Shinjiro Koizumi summoned the commander of U.S. forces in Japan to protest. The U.S. military offered condolences and full cooperation. It ordered every service member on Okinawa into a 48-hour pause, from noon on October 7 to noon on October 9, with no off-base liberty and no alcohol, followed by a 30-day midnight curfew. Its commander on Okinawa, Lt. Gen. Benjamin Watson, did not apologize.686613868 Okinawa's new governor, Genta Koja, was elected in September with the backing of Prime Minister Sanae Takaichi's Liberal Democratic Party. The night of October 3

Anna Yagi lived in the Kokuba neighborhood of Naha.53 In the early hours of Saturday, October 3, she and a man appear to have taken a taxi to Naha from an entertainment district in Okinawa City, about 25 kilometers away, according to people involved in the investigation. At about 2:10 a.m. the two entered a hotel in Naha's Wakasa district.568850 Police say a hotel security camera later showed the man leaving through the entrance carrying her belongings. Footage obtained by the Ryukyu Shimpo newspaper shows a man it believes is the same one walking alone about 100 meters from the hotel before 3 a.m.47116

At about 11:30 that night a plainclothes officer was on Gate 2 Street in Okinawa City, a strip of bars crowded with service members on a weekend. The officer spotted a man with a shaved head and distinctive tattoos on both arms, matching the man who had gone into the hotel room with Yagi and then disappeared, though he had changed clothes. Officers waited until he was alone. He agreed to go with them to the Okinawa police station, where they arrested him before dawn on suspicion of killing her in the hotel room and taking her belongings.49544950

Okinawa's government says such fixes have reached their limit. It has pressed both governments at every opportunity for a fundamental revision of the agreement, and in 2003 it began a campaign across Japan to build support. Tokyo's policy, the prefecture says, has been to respond quickly by improving how the agreement is applied.21 That demand now comes from a governor who was elected with the backing of Takaichi's party and accepts Tokyo's plan to keep the Futenma base on Okinawa but move it to a less populated area.6898 Koja won 59 percent of the vote on September 13, 2026, and took office on September 30, four days before the arrest.8483

Oct. 3 to 7, 2026This case: the killing, the arrest, the protests, the U.S. order for a pause and an October 9 curfew, Koja's meeting with Takaichi.

Japan's National Governors' Association resolved on July 17, 2003, to seek a fundamental revision of the agreement.21

The 2024 order also requires service members 19 and younger to be on base, at their off-base home or lodging, or on their way to one from 1 to 5 a.m. Ballard is 20.85 The joint patrols are periodic: by May 26, 2026, the Defense Minister said, they had run 11 times.11

U.S. military police began patrolling Okinawa City on their own on September 13, 2025, and Naha on November 1. The U.S. commander in Japan halted those patrols in November after military police slammed a U.S. civilian to the pavement on Gate 2 Street.109108

Koja read his protest aloud to the top U.S. commander on Okinawa, Lt. Gen. Benjamin Watson, on October 5. "The fact that such an atrocious crime has again taken place leads us to conclude that U.S. military efforts regarding discipline and human rights education are completely ineffective."66 His letter asks both governments to review the agreement.63 He wants an apology to the family and to Okinawans if Ballard's guilt is established.41 He has also asked Tokyo to take part in the training U.S. forces give their personnel, rather than leaving it to the U.S. alone.111 A draft resolution in Okinawa's assembly goes further and asks the U.S. military to discipline the commanders responsible for personnel who commit serious crimes.104

Glass said the allegations do not represent the Marine Corps' values and that the system worked: Ballard is in the custody of the Okinawa police, "facing justice through the Japanese judicial system."3435 Watson offered "heartfelt sympathies" to Yagi's family. Asked why he had not apologized, he said he was "not going to comment on an ongoing investigation."68 "Incidents like this demand we pause for reflection," Watson wrote in his order for the pause and curfew, adding that every interaction with Okinawans "either builds or undermines the trust that is essential to our team."38
